Can a complaint and redress mechanism support an enabling environment for small and medium-sized businesses in Ghana? This question is discussed in this scoping study, conducted by two GTZ initiatives, the Local and Regional Development Programme in Ghana and the "Realising Human Rights in Development Cooperation" project in Germany. The authors suggest a modest approach. A complaint and redress mechanism should be hosted at the Commission on Human Rights and Administrative Justice; several other recommendations as to the mechanism are given.
