Human Rights Assessment of the German-Cambodian Land Rights Program (LRP)

The assessment of the German-Cambodian Land Rights Program analyses whether and how this development measure contributes to the progressive realization of human rights. It finds that the program needs to undertake significant efforts to reach additional vulnerable groups and to increase its accountability vis-à-vis the Cambodian population. In general, for development programmes to contribute to the realization of human rights, partners in the program need to have a clear human rights orientation, backed up by a governance structure in the respective sector which is conducive to participation, non-discrimination, transparency and accountability.

The assessment was commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) in May 2012. All views expressed in this study represent the opinion of the German Institute for Human Rights, as an independent National Human Rights Institution.

Strengthening a Human Rights-Based Approach in the Health Sector Support Programme (MoHP/GTZ) in Nepal

This report summarizes the outcomes of an advisory mission to the Nepalese-German Health Sector Support Programme in May 2009 carried out by the project "Realizing human rights in development cooperation". One of the main objectives of this programme is to improve access of disadvantaged population groups to health care. After laying out the human rights obligations of Nepal with respect to the right to health, the author recommends measures to integrate a human rights based approach to the programme.

Strengthening a Human Rights-based Approach in the Tanzanian-German Programme to Support Health

This report summarizes the outcomes of an advisory mission to Tanzania in 2008 conducted by the GTZ project "Realizing human rights in development cooperation". Main aim of the mission was to support the Tanzanian-German Programme to Support Health in implementing a Human Rights-based Approach (HRBA) in all programme components. In its first part, the report analyses the human rights challenges in Tanzania and those specific to the programme. A second part proposes practical and technical measures for implementation, geared to national staff responsible for integration of the HRBA into national health policy. The report concludes with recommendations for the programme’s next phase.

Local and Regional Economic Development in Ghana - Scoping Study: Supporting creation of a business enabling environment through development of Mechanisms for Complaint and Redress

Can a complaint and redress mechanism support an enabling environment for small and medium-sized businesses in Ghana? This question is discussed in this scoping study, conducted by two GTZ initiatives, the Local and Regional Development Programme in Ghana and the "Realising Human Rights in Development Cooperation" project in Germany. The authors suggest a modest approach. A complaint and redress mechanism should be hosted at the Commission on Human Rights and Administrative Justice; several other recommendations as to the mechanism are given.

Analysis of the Guatemalan Education Sector from a Human Rights-Based Perspective

This report summarizes the outcomes of an advisory mission to Guatemala in 2007. The mission was conducted on behalf of the German Bank for Reconstruction and Development by the GTZ project "Realizing human rights in development cooperation". In its first part, the report analyses the human rights challenges in Guatemala, and then analyzes how human rights standards and principles could be integrated more systematically in the Guatemalan education sector. The report concludes with recommendations for more thorough implementation of human rights in the education sector.

Applying a Human Rights-Based Approach in Primary Education. Overview and Recommendations to the Education Quality Programme in Guatemala

The human rights-based approach in German Development Cooperation was piloted in Guatemala. The GTZ advisory mission to the GTZ supported Education Quality Programme (PACE) aimed at facilitating a critical reflection on the current human rights orientation of PACE. The report summarizes the main findings and makes suggestions for a more systematic use of human rights in the programme.

Strengthening the Human Rights Orientation of the Smallholder Irrigation Programme Mount Kenya Region

This report summarizes the outcomes of an advisory mission to the German-Kenyan Smallholder Irrigation Programme, implemented by GTZ. The report argues that the programme so far has focused strongly on the economics of smallholder irrigation, and not included poor peasants or those with negligible assets. Taking Kenyan human rights obligations into account, the author recommends to adjust the aims and indicators of the programme, in order to have positive impacts for hitherto excluded rights-bearers.
