"Just head-banging won’t work." How state donors can further human rights of LGBTI in development cooperation and what LGBTI think about it

The study shows why development cooperation should further human rights of LGBTI. It illustrates how LGBTI activists are working, the challenges they are facing and their experiences with donors in development cooperation. It also outlines the international and regional human rights frameworks as they relate to sexual orientation and gender identity and reviews the extraterritorial obligations of donor countries in development cooperation. Two human rights instruments are examined  – the Universal Periodic Review (UPR) and National Human Rights Institutions (NHRIs) – with a view to how they are useful in promoting HR related to SOGI on the national and local level.

Sexual orientation and gender identity as human rights issues in development cooperation

This electronic info-tool seeks to motivate development practitioners to consider human rights relating to sexual orientation and gender identity (SOGI) in development cooperation programmes. It provides an overview of relevant human rights obligations and sketches out the situation of LGBTI in worldwide. The tool gives examples of how German development cooperation has dealt with human rights relating to sexual orientation and gender identity so far and concludes with recommendations of how state development cooperation can work on issues related to SOGI.

Comments on the AIIB’s Draft Environmental and Social Framework dated 3rd August 2015

The Asian Infrastructure Investment Bank (AIIB) is scheduled to start operations January 1st 2016. Like "classic" development banks, the AIIB will dispose over Environmental and Social Standards, which are supposed to ensure that its financing doesn't cause or further environmental or social harm. AIIB's interim secretariat has opened a draft of the future environmental and social framework for consultation. The German Institute for Human Rights has contributed to this process with a submission.

aktuell 3/2015: Sustainable Development Goals. An opportunity for the realisation of human rights in and by Germany

In September 2015, the Heads of State and Government of all UN Member States will gather in New York to adopt the Sustainable Development Goals (SDGs). The SDGs are intended to result in sustain able advancements in economic, social and environmental issues. Unlike the Millennium Development Goals (MDGs), the SDGs will apply to all countries equally. This means that the SDGs need to be implemented through German foreign and development policy, but also and especially in Germany itself, in policy areas such as education, poverty and employment. Which opportunities do the SDGs offer for politics and society in Germany? This issue of "aktuell" offers information on the current stage of the debate and makes proposals for how human rights can facilitate the SDG process and how the SDGs can in turn help realize human rights.

Concluding observations on the initial report of Germany

The UN Committee on the Rights of Persons with Disabilities has laid down the final edition of its concluding observations regarding Germany on May 13. 2015. This final document exposes problems, addresses points of concern, and sets down recommendation for Germany. While these concluding observations are not legally binding, they emphasize significant points within the CRPD framework for further implementation of the Convention.
